When I read this ticket, I think (based on Eric Sorenson's input that we should just change the config file in the next hiera version so that it has sane content). Since it will not overwrite anything when installing it with puppet it should not cause any breakage when used as intended. It took the better part of 3 hours until I found out that metadata.json is causing my module not to be found. Especially since puppet really likes this error. Puppet really needs better error messages IMHO, or ignore that thing if it's incorrect. Silently breaking with the wrongest possible error message is BAD. According to Josh Cooper, the master has not been run with the agent role in the platform AIO pipeline for some time. The design concerns we had about adding this feature to core were mostly around whether the ability to pull files from outside the purview of Puppet would interfere with 'static compiler' style catalogs, where a catalog is a more self-contained description of system state. The counter-argument (and the reason I'm happy to see this work done) is that there are always going to be ways to circumvent those assurances, if a user wants to. We need to describe what those boundary conditions are and let users make intelligent choices about how to avoid them; making life difficult by refusing to implement a much-desired feature isn't good for anybody. If you try to explicitly access a top scope variable that is shadowed by a template parameter, Puppet will incorrectly use the parameter value instead unless there's a node scope present in the scope chain.
