 Alexander Fisher and I are chatting about another use case for this: writing modules, you may want to have a package installed, but are ok with a minimum version as supplied by the OS. But then you need to know the version that was installed to figure out how to configure it.  I'd honestly recommend our packaging do something like:  
 
 
 
 
 rm -r /opt/puppetlabs/bolt/lib/ruby/gems/2.5.0/gems/*/{test,spec,ext,acceptance,integration,examples}

 The PR has a few examples. I've found these specifically useful in Bolt, but we thought they might be general enough to deserve adding to Puppet. I've found group_by useful to separate targets into categories based on properties of those targets.  Define easy. I suspect the layout after pluginsync is different from what we ship across. Seems like the steps to get it working are: 
 
copy plugin bundle to the target and put it in the pluginsync location 
copy catalog to the target and overwrite the cached catalog state
