Yes, that is the link to the Cheviot with the front rack I forgot to 
include in my original post.

Thanks for all the insightful commentary and for giving me ideas. 

Since the Cheviot  Betty Foy front fork has attachment points at the 
midpoint and tip, then the rack might as well use them.

The NITTO M18 looks like a Mark's rack, but holds much more weight (~17lbs.)
I don't know why since they look identical to me, except the Mark's rack 
has two more strut tabs and a tab on the front edge of the rack.

strut.

Takashi,

That's a good idea. Looking at Will's Cheviot it is a R14 rack. So rather
than having a spring board one would need to buy another set of struts and
hardware to connect to the rear slotted interface of the R14 rack platform.
Larger platform and double struts very nice.
