There are probably better ones, particularly for your desire to raise the 
bars, but this gives you an idea of what to do. (Hammer might or might not 
be necessary to unstick the stem.)

BTW: I'd recommend looking at your cables to make sure you have enough 
slack to move the bars higher.

just re-read this and I over-explained things - and will send you a couple 
how-to pics on one of my bikes. It's easy once you know it, but I gotta not be 
a confusing mechanic teacher first!

Everyone has described it well. Take joe up on his offer, because it’s a really 
easy thing to do (though a semi complicated thing to explain how to do) with 
the right Allen wrench and the bike in front of you. Then you’ll be able to 
fine tune your handlebar height whenever you feel like it afterward.

Roberta, one thing to watch for: the minimum insertion line is designed for 
not-tall steerers so can be a little deceiving. Rivs come with quite a bit of 
steerer jutting above the headtube, which reveals itself to your eye as an 
adjusting nut with flats right at the headtube, then some spacers, then the 
other fixing nut on top of that. 

What you want to do is get a general sense of where the insert marks are, then 
estimate down from that spot where the wedge is. The wedge needs to be firmly 
below the lower nut. 

Now here's where one tool comes in if you'd like to give it a whirl, I'll send 
you the correct Allen wrench no charge, I have a ton of them:

Look straight down at the stem, you'll see a bolt. That's it, that's your 
adjustment for raising/lowering the stem. You get your wrench in there and give 
it a good tug counterclockwise to break the wedge loose, then pull it up 'til 
you see the insertion marks. At this stage if you have the stock stem it's 
probably WAY too high, so just drop that baby down, tighten the bolt again 
(good and tight, but not massively cranking on it), and you've adjusted your 
bike! 

If it's close to where you want it, pull up to get an idea where the 
wedge/bottom-of-stem is, then sink it back down to where you're confident the 
wedge is deep enough.

This is very helpful.  Minimum insertion, like on seat posts.

I'll bring it to my LBS this weekend, and in an effort to be more self 
supporting, I'll stay there to watch what they do.  (I'm sure it's "easy," 
but I don't have a clue or tools).

Hi Roberta,

Normally for quill stems we talk about minimum insertion rather than 
maximum height. As long as there's enough stem *inside* the fork steerer 
tube, the stem is okay to be that high.

Remove your stem from the steerer tube and see if there is an etched 
marking on the middle of the stem. It should read "Min Insert" or something 
similar, and be pointing to a line or a series of vertical hashes that goes 
around the stem. (I tried to point that out in the photo of the Nitto 
Technomic below but you need to zoom and look in the dark area for the 
etching.)  As long as that line is hidden by the top steerer nut, the stem 
should be secure in the steerer tube.

AFAIK the Technomic is the tallest quill stem with a long (90mm or greater) 
reach that is available. There are variable angle stems and the Dirt Tourer 
stem which can be taller but have much shorter effective reach.

There should be some minimum insertion / max height marks on the stem. 
Usually some vertical lines. Insert stem until you can't see them to get to 
max height.
