This is based on an inverter that can be mounted outdoors.
Here we cannot mount outdoors and inverters have to be
indoors even if it is just a shed due to temp ratings -30 F
one many years ago. Most inverters are rated to -14F.

We have to install an AC disconnect external even if the
main AC panel is out doors and the breaker could or would
serve as the point of disconnect.

 

What does your AHJ require in the colder climates?

690.13 and 690.14 are pretty confusing in the use of the
term disconnect. Which sections apply to the disconnecting
DC PV source circuits and which sections apply to AC PV
system circuit, which to both? Can the switches integrated
into some inverter by the manufacturer be regarded as the
disconnects required in these sections?

 

Here is my take:  The fused disconnect in the basement is
the PV system disconnecting means of which there is only
one. This switch meets the requirements of 690.15 "...A
single disconnecting means in accordance with 690.17 shall
be permitted for the combined ac output of one or more
inverters or ac modules in an interactive system." It meets
the requirements 690.14 (C) (1) Exception so long as you
comply with 690.31 (E). You still need additional
disconnects on the roof and labelling in accordance with
690.14 (D), but they don't have to comply with 690.14 (4)
(5) so long as there ac outpust are routed thru the 8th
floor load center and thru the switch in the basement.

 

I assume that the fused disconnect is co-located in the
basement with the service equipment?   yes

I had a similar situation in Minnesota, my local inspector was puzzeled but the 
regional inspector said ABSOLUTLY  the solar equipment has to be shut off with 
no more than 6 motions of the hand.  I combined the AC into a panel of 12 
breakers, with one main (i had 12 inverters).  For the DC side I did something 
DT but I could have used 2 each 6 pole Square D 600 volt 30 amp Disconnects 
or 3 each 4 pole, or 4 each 3 pole to complete the disconnect requirement
