Hey Terry,

Unfortunately, not yet. Bug tracker configuration lives in the deposit
configuration today. It's not ideal, and there are many issues that stem
from this (such as the situation you're hitting, difficulty in updating bug
tracker configuration when you have a lot of repositories, and inability to
reference bugs on other trackers).

Fixing this is something I definitely want to do. It won't happen in 3.0
(it's a lot of work, and we're already going to need to cut features for
this release), but my aim is to fix it when I modernize repository
configuration for 4.0. At that time, you'll be able to reference any
configured bug tracker on any review request.

A workaround for now would be having an extension replace the current Bugs
field, have it always show up, and let it fall back to a particular bug
tracker if not using a repository. It'd be a very small extension, and we
could provide guidance on doing all that.

Bug tracker for review requests without a repository?

Hi all,

Is there a way to configure a bug tracker when creating a review request 
without a repository? That is, when I have a peer review of file attachments 
only (say, a design document), I would like to reference a bug in our bug 
tracker. However I can't seem to find a place to configure the bug tracker for 
a repository-less review request. I only see the bug tracker configuration as 
an option for configuring repositories.
