[SPARK-18774][Core][SQL]Ignore non-existing files when ignoreCorruptFiles
is enabled
## What changes were proposed in this pull request?
When `ignoreCorruptFiles` is enabled, it's better to also ignore
non-existing files.
## How was this patch tested?
