[SPARK-13747][Core]Add ThreadUtils.awaitReady and disallow Await.ready
## What changes were proposed in this pull request?
Add `ThreadUtils.awaitReady` similar to `ThreadUtils.awaitResult` and
disallow `Await.ready`.
