making a request like

It does and I did a single file tets.

You'r mixing up file extensions (aka suffix) with LMS audio types.  
ogf is an audio type not a file extension.  
ogg is a audio type not a file extension.

ogf is an audio type associated with MIME "audio/ogg;codecs=flac".  In
types.conf there is no suffix to indicate a ogg/flac file. 
If LMS discover a file with ".ogg" extension (i.e. initially processed
with OGG as audio type "ogg" ) with a FLAC content it will re-assign
audio type "ogf" to the ".ogg" file.  If the content is Vorbis it will
get an "ogg" audio type

Usually files are processed by LMS and so "I" rule is used.
For some formats "F" is used where LMS doesn't understand the file
format and so trasncoder reads file direct.  LocalPlayer squeezelite
plays files direct so not sure what happens there.

"I" and "R" are usually mutually exclusive.  Pre 8.0 - a rule could
really only be "I" or "R". This caused problem for MP4 podcasts and so
8.* now has functionality  to have separate "I" & "R" rules.

With "I" - LMS takes the input - file or remote URL, reads the data from
files/remote source and then passes it through STDIN to the transcoding
chain (with LMS replacing $FILE$ with "-") . Within the LMS process
usually finds the metadata and also has to deal with seeking (i.e.
podcast http header for byte range) 
with "R" - the command line usually has $URL$ rather than $FILE$
(although I can't remember if they are synomous).  LMS does nothing
about the input - the transcoding stream handles the URL directly
usually in a separate process.

Using PlayHLS as an example.
With PlayHLSv1 - the input is "R" and ffmpeg would HLS streams directly
from the URL with $URL$ in the conf file  - so LMS got no metadata,  no
info to display about the type of stream or audio format
with PlayHLSv2 -the input is "I" and plugin processes HLS streams,  and
so LMS can pass the AAC or MP3 through STDIN for transcoding. LMS can
see metadata and full info about streams as it is processed within LMS.

Must have been a typo or hidden char caused the problem because it is
not there today after creating a new custom-convert.conf from scratch.

custom-convert.conf is only a workaround. This "fix" should be proposed
to be includedin LMS as standard as it affects all players which need to
downsample the stream (e.g. SB2/3/Boom & many pi's  cannot play 96khz )

To be included in LMS - it needs to be tested with files & streams,
proxied/non proxied and seeking into files ( streams ?).  Not sure
whether LocalPlayer functionality also needs to be tested.

I think the following may be "more" correct as it allows for "$FILE$" to
be a file and not just stdin - although not sure if that happen in LMS
with ogg/flac.

Maybe the "Filter contributor roles" does the trick. 

If you change settings, it could be that you need to rescan everything
to see the change

I have separate lists for composers, artists, conductors, bands (i.e.
orchestras) and album artists (very few of those), as typical for
classical music.

I have set "Separate lists for album artists and all artists".

The lists are all behaving well, I just had to do one trick in order to
prevent LMS from showing "No artist" if the artist field was empty (only
band and/or conductor filled): I filled all empty album artist fields
with a special space (ASCII 255) so it thinks that there is an artist.
That is all.

I can give more details about the settings if you are interested.
