The keyboard navigation keys for the menus in IE 11 and Thunderbird work exactly the same whether the menu is visible or not. Alt still focuses the menu bar and Alt-F, Alt-E, Alt-V, etc. open the related menus. So I have no idea what the point of Control-Alt-F is. Keyboard navigation works the same whether the menu bar is visible or not. the Alt key will still focus the menu bar and all the shortcut keys still work, ie. Alt-F, Alt-E, Alt-V, Etc.
