Two comments on this:
Why would the ends of surveyed house numbers be the same as the ends
of the imported ways?
Why are these next to ways that don't have and never will have
addresses, such as motorways and links?

Why would I want to subscribe to talk-ca just to ask a tagging question?

So why is it being imported if data is not available?

Duh. But it doesn't mean you should just because you can. I'm asking
whether they should be removed, not whether they can be removed.

I have been wondering about them for a while, too. In fact, when tidying up 
links I often remove the annoying little 0-0 address ranges because they add 
nothing to the dataset.
