I'm not sure about a tutorial, but there is a nice wiki page on it here:

I use the Open Data plugin for JOSM (
http://wiki.openstreetmap.org/wiki/JOSM/Plugins/OpenData) when I import
shapefiles. Imports are mostly frowned upon in the community, so make sure
to read the wiki carefully and be ready to defend your edits.

[Talk-ca] Data import

Hello all,

I was wondering if anyone has a tutorial on importing data sets from shape 
files. There is a few data sets on Calgary open data for small towns around 
Calgary that include address information as well as building outlines.

Thanks Jim,

I have read a bit about JOSM and the plugins.

I do agree that imports should be used sparingly. That said there is a lot of 
open data being produced by various groups that would help the map

Good point - there is lots of good, free data being compiled out there that
could make excellent additions to the map. But importing is a very complex
business - especially in any area where other survey and contributor data
already exists. Extreme caution should be taken to ensure that imported
data does not replace or destroy their hard work. Survey the current data
in the area slated for having new data imported and ensure that there are
no conflicts (likely that there might be some conflict with CANVEC in any
area, but that should be fine). I suggest contacting one of the OSM
contributors that have imported large amounts of data before to get the 411
on possible problems and such.
