Yes this behavior is lowest common denominator (RFC2046 - 4.1.2. Charset Parameter ). But when I set UTF in template: %CHARSET=utf-8 prior TB versions use this charset and not change to us-ascii or winCP - that first problem and second is that standard codepages are us-ascii, ISO and utf not Windows CP.
