No, the problem persists. Anyway, since I have used the other method
now, I'll let it go.

Here is how it works in .14 finally: Right-click in the field where
the toolbars are (but not in any particular toolbar), take the
tick-mark off Quicksearch. Next time TB! is restarted, Quicksearch
is still hidden. (No need to lock the toolbar.)

So, the problem is in how you do it: Initially, I clicked on the
little arrow at the Quicksearch toolbar, Add or Remove, then
Customize, then  Toolbars, and took the tickmark off. Apparently, they
bug is that this is not stored, even though it should link to the same
code as right-clicking in the toolbar field. A small but annoying bug,
hopefully easy to fix. Wiull download .16 now to see whether it is
fixed.

I couldn't find these files, neither in the directory in which the
executable resides, nor in the Mail directory. Where are these files?

But it's a big nevertheless. A user cannot be expected to delete any
files, installation should take care of that if required.

I can't confirm here (w7/64 + TB!/32bit). The Quick Search Toolbar remains
invisible if I activate this option. Try to delete the tbuser.DEF and 
userdef.XML

reappearing the next time I open TB!. It reappears where it was last
positioned, though.

TheBat!  has  always  been in /ProgramFiles/TheBat. This happened with
9.0.8

confirmed as fixed.

But, Toolbars from SmartBat/Scheduler, Sorting Office and Quick Templates
ignore the 'Look Toolbars' option, after each new opening the option is 
deactivated again.
You have to reactivate it every time.
