So, if the problem is afari, how can I upgrade without upgrading my OS?


You can't upgrade Safari for OS X independently of the main OS. You need to
upgrade to a new version of OS X to get a newer version of Safari.

Is there anything stopping you running Chrome or Firefox?


 I need to stay with 10.6.8 as we use iMovie6 all the time which won't run
 on mavericks (and no, we can't upgrade iMovie as later versions do not
 support iMovie projects on a project by project basis, only using their
 stupid event structure).


Funnily enough I recently installed iMovie HD 6.0.3 on a OS X Mavericks
machine and it appears to work OK.
