I use a GPSDO as my lab standard and as the reference for my Freq Counters. I have another "Box" I picked up that will accept a 10 MHz signal from my GPSDO and provide frequencies at 72.5, 725 and 7,975 MHz that are locked to the GPSDO. After sufficient warm-up I was surprised to see the FA-2 would count the 7,975 MHz signal (accurately). I created a temperature test setup for my TCXOs. Relay control did not last long because the relay was operating once a second or so and the Peltier uses a lot of current. The relay contacts welded in a few hours. Luckily I was watching when it happened. A PID controller running H bridges works a lot better to control the temperature accurately. I made a custom control algorithm that ramps the temperature up and down and takes frequency readings.
