I would remove the load-balancing lines from workers.properties. Way back when I was first trying to figure out workers.properties, I discovered that those are just macros/variables internal to the file. They help make it easier to specify other settings (e.g. so you don't have to repeat things so much, and it's easier to change if something moves). And since you're not using them in the rest of this workers.properties, you don't need them.
