 Thanks for this patch.

 There is one remaining bug in this patch: we can't have
 set_max_file_descriptors() return -1 if there aren't enough file
 descriptors, because that causes options_act_reversible() to fail. We just
 want to warn the relay operator.

 Here are the other things that someone will need to do before we merge it:
 * change the spacing to conform to our coding style:
   * two spaces indent,
   * spaces after "if" and before "{"
 * replace 8192 with a "#define" constant. For an example, look at how
 "ULIMIT_BUFFER" is defined, used, and commented
 * change the log message so it tells the operator what they can do to fix
 the issue ("raise the file descriptor limit, or install tor using a
 package manager")
 * add a comment that explains why we are doing the check

 thanks for your email and pushing this forward.

 Unfortunately trac appears to have some troubles currently
 ("Service Unavailable" every now and then).

 Since no one objected so far (since 2017-12-19) I'll proceed with what I
 proposed on #24497.
 (please speak up of you disagree with anything proposed on #24497)

 In addition:

 - lets not depend on: (which is currently the case)
 https://www.torproject.org/docs/debian.html.en
 I assume the new content will replace - not extend - it.

 - What is actually used to build/run community.tpo? (some known
 platform/cms?)
 (I'm asking to find out if it would support that sources.list "generator")
 And does your timeline (blog post in first week of 2018) mean
 community.tpo is online by then?

 Just a short info on what I'll take care of - from the todo list (and
 complete before 2018-01-04
 likely earlier):

 > add setting up outage notifications

 irl wanted to have more than one configuration management and I agree with
 him but only if it is maintained,
 for at least 2 more years.

 Ideally some tpo person would review these external contributions, but I
 doubt that will happen
 before you plan to publish.

 I used "tor" where I was referring to the program and Tor everywhere else.

 The code in networkstatus.c regarding
 networkstatus_set_current_consensus(), has an assignment, where it assigns
 a char buff whether it is 'cached consensus' or 'unverified consensus'.
 When Tor is suddenly started and it can verify the unverified consensus,
 maybe we can have a check placed checking whether 'buff' is unverified, if
 it is then we could change it to 'verified consensus'. Is the approach
 feasible?

 There are many evil software where developer collect PC info while sending
 information such as crash report to developer's server.

 If Tor project define windows computername to X, and username to Y
 and many people followed it, the identifiable vector will be reduced.

 I suggest;
