Using timedatectl command to check the setting of Date/Time,
found the time(hwclock) from RTC has been changed successfully,
but the system time is incorrect.

Steps to reproduce issue:

1) Connect the client with DP-DP
2) Login
3) Navigate to settings>Display
4) Select rotation as left (OR) right (OR) upside-down and apply
5) Try to perform any operation (Try to drag any UI window and observe the 
behavior )

Actual Results:
UI window getting sliced when trying to perform any operation.

Expected Results:
Should not get any distortion or slicing when trying to perform any operation.

Additional info:
Primary screen: Dell P2317H
Secondary screen: Viewsonic VX245MH

I can indeed see a kind of diagonal tearing when one of the screens is
rotated or inverted. See attached video showing how dragging a window
back and forth on the secondary screen shows this.
