Bug description:
  This happened after an upgrade from Xenial to Bionic on this Barebones PC. 
Interestingly after an upgrade from Xenial to Bionic on a Laptop this problem 
did not occur. It also occurred with a clean install on another Barebones PC, 
but was fixed by installing package hplip. I've tried installing hplip on this 
PC but to no effect.
  PS I don't know if the problem is with CUPS or hplip or another package.

Computer locks after a few minutes even when Automatic Screen Lock
turned off. I've also tried Screen Lock after e.g. 30 minutes. This

  All 3 PCs in my simple home network run Precise & are peers (i.e. no
  server). A printer is attached to a desktop by usb cable. I cannot
  successfully add this printer to laptop. If I try the standard GUI
  (for Printing called from Settings GUI), it  allows me to to find it
  (as 192.168.1.2:631) but when I select the make & model, it says CUPS
  error "client-error-not-possible". When I use CUPS (i.e. localhost:631
  in Firefox & select 'Add a printer'), it allows me to do it but it
  then says 'not responding' when I try to print to it.

The solution is too obvious! I looked at
https://askubuntu.com/questions/638446/why-do-the-video-players-make-no-
sound. There is a comment saying "Sound Settings -> Applications -> See
If 'Videos' Is Muted". Volume was at zero for VLC Media Player when it
was playing the mp3 file. As soon as I increased the volume, I could
hear sound. This also corrected no sound in Totem. What's confusing is
that the volume in the systray is not shown for vlc but is the general
one. Apologies if you already suggested checking "Sound Settings ->
Applications -> See If 'Videos' Is Muted".

I've just tried reinstalling pulseaudio and currently installed related 
packages. These packages were:
libpulse0, libpulsedsp, pulseaudio, pulseaudio-module-x11, pulseaudio-utils, 
pulseaudio-module-bluetooth, gstreamer1.0-pulseaudio, libcanberra-pulse, 
libpulse-dev, libpulse-mainloop-glib0, pavucontrol
I then keyed "pulseaudio -k" to restart the pulseaudio server.
But still no sound for mp3 file on vlc or totem.
I noticed that ~/,config directory is dated 8 December 2016 and files within it 
all start with ab864167f47243bb9792e21472f7afc5- (except for cookie) and have 
different modified dates but files 
ab864167f47243bb9792e21472f7afc5-default-sink, 
ab864167f47243bb9792e21472f7afc5-default-sink & 
ab864167f47243bb9792e21472f7afc5-stream-volumes-tdb have modified dates of time 
about when I did the "reinstall/pulseaudio -k"

There was no ~./asoundrc or ~/.config/pulse/daemon.conf. I moved 
~/.config/totem & ~/.config/vlc to another directory. I tried vlc & totem 
again: still no sound. I've compared the files in ~/.config/totem & 
~/.config/vlc with those on other PC and much the same.
I then tried to move the ~./config/pulse directory to another directory and 
nothing worked on sound (not even Clementine app on mp3 files)! I copied that 
directory back to .config an still no sound on Clementine.
Any ideas?

Another interesting point is that totem has no dependencies on packages with 
"ffmpeg" or "libav" as part of the package name. So what is common to totem & 
vlc that prevents audio working whereas it works on banshee & clementine?
Comment #33 implies that the problem is not with ffmpeg as ffplay has audio 
working.

I ran the vlc & ffplay commands suggested above to give a log which is 
attached. Is "mpgatofixed32 audio converter error: libmad error: bad 
main_data_begin pointer" in the vlc significant as it's not in the ffplay log?
ffmpeg version 3.2.6-1~backport1.1~xenial package is part of the get-iplayer 
ppa, which as I said before causes no problems in my other 2 Xenial PCs..

Another piece of information. Looking at the documentation for ffmpeg,
it mentioned ffplay. So I tried that in Terminal (attached) and the
sound was working. So what's so different between ffmpeg a& ffplay? BTW
I reverted back to the get_iplayer ppa for ffmpeg as that ppa (using
ffmpeg) works Ok on my other barebones PC and laptop.

Here is something really interesting. mplayer (from CLI) plays mp3 Ok. mplayer 
has libav/ffmpeg dependencies of libavcodec-ffmpeg56, libavutil-ffmpeg & 
libavformat-ffmpeg56. vlc only has the first 2 of those packages as 
libav/ffmpeg dependencies. So my deduction is that this problem has nothing to 
do with libav/ffmpeg.
However, attached Terminal output for running mplayer, ffmpeg & vlc doesn't 
offer real clues to me: as mplayer seems to use libavformat, ffmpeg doesn't 
tell me anything (thoughit might to you) & vlc says nothing to me.
Could you take a look at the output, particularly of the ffmpeg one?

I've now checked all the ffmpeg & libav packages against those on the PC
on which sound works. They all match and I've done all the reinstalls
again but still sound doesn't play for vlc on mp3 files. I can't think
of anything to do next. I don't want to reinstall Ubuntu as that's a big
job in terms of reconfiguration etc. I'm now using banshee to play music
& videos. But it's a slight nuisance in that when I quit banshee, it
carries on playing until I stop it in System Monitor. RhythmBox has the
same problem.

as per comment #19?
i.e. how did you identify the particular packages?
The reason that I ask is that there are other packages containing the 
characters "libav" (other than "libavahi" ones) in all.txt:
gstreamer1.0-libav
libav-tools
libavc1394-0
libav-idemux2.6
Similarly, there are other packages containing the characters "ffmpeg" (but not 
"libav") in all.txt:
libpostproc-ffmpeg53
libswresample-ffmpeg1
libswscale-ffmpeg3
I'm going to check if there are other packages containing the characters 
"libav" (other than ones containing the characters "libavahi") or "ffmpeg" in 
all.txt on the Barebones & Laptop PCs that play sound Ok.

Yes you're correct in that I meant totem (not vlc) when I was referring to 
playing a video file after "sudo apt remove gstreamer1.0-libav".
When you say a complete reinstall, do you mean a complete reinstall of Ubuntu? 
Isn't there a way of removing ffmpeg packages and reinstalling them?

  Up until a few weeks ago there was no problem with playing sound from mp3 
files. I have a pair of usb speakers. Audio plays Ok on them for video clips 
using Chrome (e.g. from BBC website). Using vlc 2.2.2 (from Ubuntu repos), 
neither a CD nor DVD (video is Ok) nor mp3 file plays audio. mp3 files play Ok 
using Rhythmbox. I've also tried vlc 3.0 with no success.
  Interestingly, the standard Videos app (Totem?) also doesn't play sound on 
these speakers either of an mp4 file (downloaded from YouTube, though it plays 
Ok on YouTube website using Chrome) or a DVD. Clemenetine plays mp3 files Ok. I 
first reported this as bug 1752267 as I thought that the problem was with vlc. 
On that bug, it was suggested that the problem is with Pulseaudio.
  Just now, I've tried to play sound through my monitor's built in speakers 
connected by hdmi (though the monitor displays Ok) with no success even though 
the built-in speakers play sound using pavucontrol when testing is invoked.

I've tried mp3, ogg, wav and aac: all fail to make audio work.

Screen shot of vlc->Tools->Preferences->Audio attached.

This command does NOT make audio work in Totem for an mp4 video file?
   sudo apt remove gstreamer1.0-libav
It actually caused vlc to say that it needed the gstreamer1.0-libav plugin to 
play the H.264 decoder. So I let vlc invoke installation of gstreamer1.0-libav 
but it still didn't make audio work.

I thought that I'd just mention another bug 1753385 (for Sound
Converter) now as I didn't think that it was relevant to this bug until
now. Sound Converter (which I use occasionally, mostly for converting
wav files to mp3 files) stopped working on this barebones PC approx a
week ago. In fact I wrote  asheel script to do what I wanted it to do.
So I didn't check it on my other barebones PC until just now: it works
on that PC. So my hunch is that the problem is not with pulseaudio but
with ffmpeg/avconv or something else. BTW everything works sound-wise on
a Xenial laptop that I have.

I've done all the above previously and have done all the above just now.
Still no audio on this PC for mp3 files using vlc, but audio Ok on other
very similar (both barebones Intel with same memory) PC with same
software (i.e. Ubuntu 16.04, vlc). Other (new) PC had recent install
from 16.04.3 and uses ppa for get_iplayer resulting in libav packages
(as discussed previously) being from that ppa. This PC is approx 2 years
old and had install from 16.04.1. Both PCs are fully up to date with
software.

The above packages are in (and only in) https://launchpad.net/~jon-
hedgerows/+archive/ubuntu/get-iplayer. That ppa also uses other libav
type packages. I use that ppa in order to use get_iplayer app as the BBC
keep changing iPlayer re their servers for it.

I used y-ppa-manager (from
https://launchpad.net/~webupd8team/+archive/ubuntu/y-ppa-manager) to
find that out. I purged that ppa using y-ppa-manager and it showed that
the relevant packages had been changed to different versions. I checked
that it was purged with sudo ppa-purge https://launchpad.net/~jon-
hedgerows/+archive/ubuntu/get-iplayer. That showed no package list for
that ppa. I did the standard 'sudo apt-get update' & 'sudo apt-get
upgrade' and everything Ok. I checked the version number for libavcodec-
extra of that installed against the ppa's version and it had
successfully done the reversion away from the ppa.

In summary, now using the standard (rather than the ppa's) versions of
the libav packages. However, still no sound for mp3 files using vlc. I
haven't checked all the other possibilities e.g. playing CDs. Output
from 'dpkg -l | grep libav > libav.txt' attached.

I did the "sudo dpkg -i *,deb" after cd to the directory containing the 
downloaded 3.7 pulseaudio deb files. All installed with warnings about 
downgrading from 3.8 to 3.7. However, there was now a No Entry sign on the 
'systray'. So I ran Synaptic and there were 3 'missing' packages, namely:
libpulse-dev_8.0-0ubuntu3.7_amd64.debg
libpulse-mainloop-glib0_8.0-0ubuntu3.7_amd64.deb
pulseaudio-module-bluetooth_8.0-0ubuntu3.7_amd64.deb
So I downloaded them and installed them Ok. And No Entry sign went away. 
However, audio problems are still there as before.

Audio working on:
(with speakers connected by jackplug to PC, and any mp3/mp4 files or CD or DVD)
OR
(with hdmi (in monitor) speakers or usb speakers
AND
Clementine or RhythmBox on mp3 files or CDs, or Chrome on YouTube videos)

However, audio not working on:
with hdmi (in monitor) speakers or usb speakers
AND
VLC for mp3 or mp4 files or CDs or DVDs, or Videos (Totem) for mp4 files or 
DVDs.

Results of 'dpkg -l | grep gstreamer > gst.txt' and 'dpkg -l | grep
libav > libav.txt' are attached in a tar.gz file.

I just wanted to check the best method of uninstalling the existing
corresponding packages & installing these downloaded packages without
having dependency problems. I'm not a Sysadmin so I don't know the best
method. The reason I ask is that when I try using Synaptic to do the
uninstall I get removal of a number of other packages being required. If
I try to install the downloaded packages using gdebi, I get an error
objecting to that being done.

I checked out your suggestion of "System Settings > Sound > Applications
and verify (while running) that the problematic applications aren't muted or 
have different volume": check was Ok. I'll try the reverting to previous 
pulseaudio suggestion later. I have a question. This PC doesn't play an mp3 
file audibly either with usb speakers or with hdmi to a monitor containing 
speakers. However, Sound Settings plays sound Ok when doing test of it. Also, 
on another Ubuntu 16.04 computer (same make & model), with sound played through 
speakers connected by jack plug to headphones/speaker output socket, mp3 files 
played Ok with vlc. Is there a way of testing that pulseaudio is being used by 
an app and/or the method of connecting speakers (i.e. usb, hdmi, jack plug)?

Up until a few weeks ago there was no problem with playing sound from mp3 
files. I have a pair of usb speakers. Audio plays Ok on them for video clips 
using Chrome (e.g. from BBC website). Using vlc 2.2.2 (from Ubuntu repos), 
neither a CD nor DVD (video is Ok) nor mp3 file plays audio. mp3 files play Ok 
using Rhythmbox. I've also tried vlc 3.0 with no success.
Interestingly, the standard Videos app (Totem?) also doesn't play sound on 
these speakers either of an mp4 file (downloaded from YouTube, though it plays 
Ok on YouTube website using Chrome) or a DVD. Clemenetine plays mp3 files Ok. I 
first reported this as bug 1752267 as I thought that the problem was with vlc. 
On that bug, it was suggested that the problem is with Pulseaudio.
Just now, I've tried to play sound through my monitor's built in speakers 
connected by hdmi (though the monitor displays Ok) with no success even though 
the built-in speakers play sound using pavucontrol when testing is invoked.

CUPS does not find network Samsung SCX-4729FD printer i.e. one connected
to router's ethernet socket. This error is intermittent. It occurs
because I have to keep deleting and adding networked Samsung SCX-4729FD
printer, due to desktop being informed that printer is not connected
when attempting to print.

printer-driver-splix (version 2.0.0+svn315-2fakesync1) package is
installed.

Add button (in Printers dialog) does not find (using Find Network
hotspot) Samsung SCX-4729FD printer printer: it used to do so.

Similarly, localhost:631/printers (in Firefox) does not find Samsung
SCX-4729FD printer.

Printer has static ip address (on my network) of 192.168.1.20

Ping of printer shows connection is OK:

If I understand correctly the web page referred to above, I should:
sudo apt-get install --install-recommends linux-generic-lts-utopic 
xserver-xorg-lts-utopic libgl1-mesa-glx-lts-utopic 
libegl1-mesa-drivers-lts-utopic

I'm reluctant to do this, as the web page does not state the reversion
method in case of problems. What is it?

It also says that I can check the hwe support status by:
hwe-support-status --verbose 
However, when I do that, the command is not found. Synaptic says that there is 
no package similar to that command's name. What is the relevant package's name?

Downloaded and tried Vivid as instructed. I added 2 users. Logging into
both successively, I was able to start apps  switch back  forth OK
between the users. Thus, no freeze problem with this version of Vivid.

I was not able to upgrade BIOS FA to FB because FB has the wrong Id.
This is due to the motherboard being Rev 2.0 (checked by looking at
motherboard). In other words, the PC seller forced in the wrong BIOS -
FA which is for Rev 2.2 . So I upgraded the BIOS to FH - the latest non-
beta for Rev 2.0 dated 2013 i.e 2 years later than FA.

However, still not able to change users by selecting different user from
top of screen - screen just goes black. I'm able to change user by
logging out current user before logging 'new' user. BTW I only have 2
users on an 8GB PC.

Printer did not appear in window's list. Only 'device' in nested list
was my laptop, which was only computer switched on.

PS running avahi-discover required installation of it which also caused
installation of python-avahi.

Just done the same on my desktop (connected by ethernet whereas laptop
is connected by wireless). That showed the printer under 'Web Site' sub-
section  printer is able to print from it. Both computers run 64 bit
Trusty.

I use the same GUFW firewall on both computers. Both use the Home
profile allowing any thing out  certain apps in (e.g. CUPS, Samba,
SSH). Do Bonjour/DNS-SD broadcasts use a specific port?

I noticed that there was a preconfigured rule for bonjour in GUFW. So I
requested it (it then allowed 5353udp  5298all, on In)  I was able to
add a printer  use it. Interestingly, my desktop does not have these
'allowed' but printing is still OK. Anyway, I've added this
preconfigured rule to my desktop  it still prints OK. Thanks for the
Firewall suggestion.

  BrowseLocalProtocols cups dnssd

  But CUPS still doesn't advertise using DNS-SD. (I can't find the
  printers with a Mac OS X v10.6 client, and I also checked by running
  avahi-browse locally.) I turned the log level to debug2 and didn't
  find any indication that DNS-SD was being used. (In particular, I
  expected dnssdRegisterPrinter to be logged, as reflected by line
  2666 of dirsvc.c in the CUPS source.) Suspiciously, I noticed this
  line in the log file:

  d [30/Oct/2009:14:35:13 -0700] [CGI] Starting {HAVE_DNSSD? at 2802, 
result=0...
  d [30/Oct/2009:14:35:13 -0700] [CGI] Skip first part...

  I don't exactly know what's going on here, but is it possible that
  CUPS was for some reason compiled with the HAVE_DNSSD flag off?

  Further evidence: If I click Advanced on the Administration page,
