After adding below  option in workflow it worked  
reassign  = new,*assigned*,accepted,reopened -> assigned
reassign.operations  = set_owner
reassign.permissions = TICKET_MODIFY

you may need to change the "from" action, like this:

You could, but a better option would be to just copy the [workflow]
