According to this LA Times article from 2015, it's coordinated by the White 
House speechwriters, with contributions from current and former aides, as well 
as various comedy writers.

He mentioned in an interview that Thede was one of the principal writers

getting out their frustration at the President's shots to the media.  Or they 
were getting ready for the rumble at one of the afterparties.

I think Wilmore went too long on one bit involving Ted Cruz, but enjoyed both 
Wilmore and the President last night.  Regardless of who takes the Oval next, 
I'll likely go back to watching just the comedian at the WHCD in the future.

Tomorrow night's Nightly will either be really interesting, or still recovering 
from the weekend.  I don't know how many of the staff pitched in and/or 
attended, but I spotted head writer Robin Thede with Wilmore before the dinner.
