Thanks to all who have responded. Although I am not hearing what I wanted at
least I know why it's not working.

My next question then becomes: how can I use uvbackup to backup the files I
need without marking each record as backed up? I have some files that a
couple of million records and don't want to wait through the time it takes

You cannot move files with triggers between platforms that require a
fnuxi.

I forgot to mention , you do need to fnuxi the actual uvbackup compressed
file 
before moving it to the windows machine and unpacking it

I don't know if it applies here, but fnuxi once had a 'feature' that
required doing:

fnuxi -6 FILENAME

then

fnuxi FILENAME

to convert the file back to an older level, then it could 're-arrange' the
groups and headers into the correct format.
