I'm now running the patches against 4.20.7 with

In Ubuntu 18.04 LTS, in the Settings app, on the Power panel, there is a
Blank Screen option that you can set to Never. That prevents the
screensaver from being enabled. On that same page, you'll also want to
make sure that Automatic Suspend is turned off.

Alright, I have a little more detail, but it's still largely a puzzle.

My current machine state (expected to remain this way until the next
reboot), is that any time I plug a USB device into a port under the xHCI
controller in the TB18DC dock, the xHCI controller dies a horrible
death.

This is 100% reproducible right now.

Unbinding the xHCI driver and rebinding works, as does something firmer
to the entire thunderbolt PCI chain and rescanning.

Doing so results in every USB device plugged in at the time of the
rebind/rescan working perfectly, until such time as I next plug a USB
device in.

That device can be on a port on the dock, or on a port on any hub
connected to a port on the dock.

I can remove the thunderbolt PCI devices software wise, unplug the dock
from the laptop, unplug the dock from power, then reconnect the dock to
power, plug it back into the laptop, and once everything comes back up I
am again in a temporarily working state...  Until I plug a USB device
into the system.

At which point it fails again, in exactly the same way.

Given that a reboot will solve the problem for some time, this is
starting to make me think that either A, there is something very wonky
going on in Dell SMBIOS land, or B, there is something wonky going on
somewhere in the kernel space.

It being an issue with the dock itself seems difficult to support, given
that the dock is getting a full power cycle and it's not changing
anything, and yet a reboot of the laptop without a full power cycle of
the dock seems to resolve the issue for a little while.

Program csv2pdf fails to complete.  It finishes with a .tex file rather than a 
.pdf.
Add package texlive-xetex and then it will work correctly. It contains xetex

Oops!  Sorry!

I think I actually did check this, but somehow never reported...

In any event, I have just tried it again. NO persistence, on new
computer.

Same result: I actually did a screenshot (which looked just as the previous did)
but of course, without persistence, I could not save it on the USB.  Although I 
mounted my data partition and saved it to there as well, I cannot locate it, for
some reason...  I either messed up the name, or ...

Same USB of Lubuntu 18.10 release.

At the VERY least, I plan to make the first install of this new computer be 
L19.04,
and will test it then.
If there is something you want me to test before then, I'll do it (and probably 
re-visit
previous install- and PCManFM-related weirdnesses at the same time)

Thank you for noticing this package addition in Debian. It looks to me
like this will need to be a merge instead of a sync for now.

replace-lsb-release.patch is wrong since it reports the description as
Debian. Maybe this should be converted to use /etc/os-release ?

I guess check-pollen-to-pollinate should be forwarded upstream. It just
adds an extra file.

debian/pollinate.default and debian/pollinate.install were changed to be
wrong for Ubuntu. If you want to sync this package, I think you can work
to override dh_install and dh_installinit (when built on Ubuntu) in
debian/rules and see if Debian will take those overrides.

Verified the test case using dh-translations 138.18.04.1 from bionic-
proposed.

  With version 136 of the dh-translations package, support for the Meson
  build system was added. While that change is sufficient for making
  dh_translations run successfully for some Meson packages, it's not
  sufficient for packages with multiple gettext domains, e.g.
  help-[project] domains. As regards POT building, it has so far been
  handled for several packages via overrides in debian/rules, but in most
  cases the .desktop files in such packages are shipped with upstream
  translations and without "X-Ubuntu-Gettext-Domain", so additional LP
  translations are not made available to the users.
  
  The proposed upload includes fixes from dh-translations 143 (Ubuntu
  18.10) which deals with it for the remaining Meson packages. This will
  improve it for a number of packages to the extent they are SRUed to
  bionic.
  
  [Test Case]
  
- Let gnome-mines 1:3.28.0-1 be our use case. The file

  The gnome.help() meson function creates a help-$project-pot target. This
  confuses dh_translations which complains:
  
  dh_translations: more than one meson translation domain found (help-
  gnome-calculator,gnome-calculator), don't know which one to use
  
  I think the only consequence of this is that the .desktop doesn't have
  its translations stripped and replaced with X-Ubuntu-Gettext-Domain=
  
  This means that Ubuntu translators are unable to update those
  translations.
  
  Affected Apps
  =
  Therefore, this issue affects GNOME apps in main that use meson and also 
include help files.
  
  gnome-control-center is also affected because it happens to have an
  extra gettext domain (but does not ship help).
  
  libgweather gets the warning because it has a second gettext domain but
  it doesn't ship any .desktop files so I think the warning is harmless.
  
  Suggestion

  Maybe dh_translations could just exclude targets that start with "help-". 
That would fix most of these cases.

I remembered some additional information I should have put in the
original post:

First: Just to be sure, I wanted to reiterate that the 128 GB USB drive
was not just a "boot drive". It was an exact duplicate of the entire
Ubuntu system from my laptop, and worked the exact same way (Trash
function and all).

Second: As noted, the update from Software Updater that required a
restart broke both (1) the GRUB 2 bootloader on the (booted) USB drive,
AND (2) the GRUB 2 bootloader on the (unmounted) laptop's hard drive.

When I said they were broken to the point where neither was bootable,
taking me to the dreaded "grub_rescue" command line when trying to boot
either one, I should have added the following regarding the errors
given:

1) When trying to boot from the USB drive (during the restart), the
error was similar to "trying to read outside hd0" (hd0 = the hard drive,
I believe), before I was put at grub_rescue command line. (To note, I
have seen that same error at other *unrelated* times, but at those
times, it acted more like a warning pause before simply continuing to
the login screen.)

2) Then removing the USB drive and attempting to simply boot up from the
hard drive instead, I got an error similar to "cannot find (or locate)
device such-and-such" before being put at grub_rescue. I believe the
"such-and-such" was the UUID of the USB drive that was being run from
when the update that required a restart came up. So even though trying
to boot up from the hard drive at that point, it still knew something
about the previously-booted USB drive that was active during the
restart-requiring-update; and it didn't like that it couldn't find that
USB drive, so grub_rescue ensued.
