[Bug 1166673] [NEW] After disconnection of other displays, windows are placed offscreen

This is an old bug that has been made much more serious by Raring.  In
the past, after disconnecting an external display, windows are almost
invariably stranded in strange positions relative to the remaining
display (typically, one's laptop).  These windows would show up with
clicking on the workspace switcher.

As of Raring, the workspace switcher is disabled by default, so now
clicking on various dock icons results in nothing visible happening.

The best workaround I've seen so far is the use 'Alt-SPC' to bring up a
menu to move or maximize a window and drag it back onto the visible
display should one remembers the last relative monitor positioning used.

This is similar to the report in
https://bugs.launchpad.net/ubuntu/+source/compiz/+bug/923051, although
this report calls the placement merely 'strange'.

I also suffered this bug under Precise and Quantal, but the removal of
the workspace switcher as to be able to recover the window makes this
bug *much* more serious.  It's sufficiently serious that use of hot-plug
multiple displays could be considered effectively non-functional by most
even moderately savvy people on laptops, as I see it.
