One thing that I've noticed is that just opening IntelliJ and making it full screen, doesn't trigger this bug. But if I open a second project in intelliJ (in a new window) and make it full screen as well, then switch to another application and switch back to IntelliJ, this will trigger the bug and break the switcher. Chromium has similar behavior, usually the bug happens when I open a second Chromium window in fullscreen. This bug is quite annoying because you don't know if the application was launched or not. I've seen users clicking a few times because of the lack of visual feedback.
