Same problem on Lubuntu 18.04 with the build from the most current ubuntu repo (1.0.5 I believe. 2:1.0.5+dfsg2-4.1). I wanted to set the keyboard shortcut for "Copy a screenshot of a window to clipboard" to Alt+Print but it wouldn't allow me. This prevented me from logging onto my computer after a restart. It shut me down for over 2 hours. Ubuntu 11.10 (64bit) Inkscape 0.48.1 Gimp 2.6.11 This happened after updating on 3-23-2012. I also installed Cairo-Dock immediately after updating so it may be related to that. The icons that do appear in the inkscape and gimp menus looked like the ones used in the Dock so I suspect that cairo-dock overwrote the original icons or changed a configuration file for gimp and inkscape. I have the same symptoms in K3B, Inkscape, Gimp, and the ubuntu software center. The problem appeared after I updated ubuntu 11.10 on 3/22/2012 and installed cairo-dock immediately after. I'm not sure which one may have caused the problem. Now I can't get rid of those icons and they are really distracting. These are the changes I made to ubuntu 11.10 that started the problem.
