I have this bug. It was in Kubuntu 15.04 and 15.10. It occurs after some system changes and often after an update. I have not been able to find exactly what changes cause the loss of configuration. I think my problem is related to Kubuntu 15.10 64bit. I have installed Kubuntu 15.10 32bit in another partition and midi works very well. I have found that the delay is related to the network-manager that is in the system tray. I have removed the system tray from the panel. Then added digital clock, clipboard, volume control and available device widgets instead. This solves the delay. Public bug reported: With a clean install of Kubuntu 15.10 64bit release and applied latest updates this delay remains. It did not appear until an update was applied to a beta 1 version about 01/10/2015. After logging in, the desktop with wallpaper appears with icons that have no caption and the desktop panel has nothing in it. Then there is a 35 second delay before the icon captions appear and the panel is filled in. Then everything works. System :- AMD quad core processor, 16GB ram, Nvidia GTX750 graphics card. Gigabyte UEFI Dual BIOS MB.
