Still occurs on 5.4.0-31 update, only less severe. Laptop is useable now as 
long as no video is being played.
By the looks of it, i915.enable_psr=0 as kernel boot parameter doesn't have any 
notable effect.

Instead of storms of hotplug events on 5.4.0-29, 5.4.0-31 has single hotplug 
events that cause a single flicker, instead of a storm of hotplug events.
This makes the system almost useable.

It seems that the first that happens when watching a video or doing some
more heavy graphics related stuff for some reason causes the edp panel
to turn on, while it is already on and displaying video for some amounth

I noticed something I can't explain.

I tried Ubuntu 18.04 and that worked flawlessly.
Then I tried Kubuntu 18.04 and the flicker returns.
I don't know the important differences between these two distros in the 
graphics stack to nail down the but.

While https://bugs.launchpad.net/ubuntu/+source/plymouth/+bug/1873587 also 
happens, I'm not that interested in it.
I get screen flicker during normal operation like watching video or opening a 
program.
That is more important than some flickers during startup for me since screen 
flickers during startup while annoying, don't stop me from using my laptop.
The cause might be thesame, but the symptoms aren't.

For me it does not, it improves the complete flicker into horizontal lines of a 
few pixels wide that are corrupted into random snow when watching video, and 
occasionally the lines take up 1/3 of the screen and the screen goes black for 
a second or two.

This is a small piece of the log when watching a log.
the i915 eDP driver receives a "hotplug event received", which corresponds with 
a slingle flickering of the screen.
So I assume something goes wrong with retraining the link, or for some reason 
the screen thinks that the pc is disconnected and triggers an interrupt, which 
then for some other reason flickers the screen.

I'm not well-versed with eDP 1.4, so I assume to be totally wrong.

I tried getting a debug log of drm.i915 using "drm.debug=0x06" as a kernel 
parameter.
In the log dmesg.txt there's a "hotplug event received" in batches, everytime 
one of those appears, my screen flickers.
Which is weird to me since I don't unplug my fixed laptop screen.
It's likely that this is not a hardware faillure since this problem is not 
reproducible on Windows.

I've tried 915.enable_psr=0 as a boot parameter, didn't work.
nomodeset does get me into a bootable image, but I'm looking into getting a 
working driver.

Fedora 31 was having a similar issue, there was barely any flickering up untill 
some recent kernel updates. (about a couple small ones every 10 minutes or so)
Kubuntu 19.10 was quite stable too, untill I installed a lenovo provided 
firmware update (from AUCN45WW to AUCN54WW), which made it slightly worse.
I also tried a couple of other kernel parameters that haven't had any effect.
Running kernel 5.6 on Kubuntu did have thesame issue as regular kubuntu 20.04.
Running kernel 5.7-rc2 did fix the problem, but networking and sound was dead, 
so it's only half a solution.
I highly suspect it's an issue with i915, but I don't know how I would trace it 
down.
I don't know why and I don't know how.

So it looks thesame (maybe a little less) but happens under different 
circumstances?
I'm experiencing a similar issue and maybe got a temporary fix.
All I know is that with my laptop (Lenovo Yoga C940 14IL) i've got thesame 
flickering as in that issue on Kubuntu 19.10, Kubuntu 20.04 and Fedora KDE 31.
Those are all 5.3.x and 5.4.x kernels if I got my kernel numbers right.
I've tried upgrading Kubuntu 20.04 to mainline kernel 5.6.0-050600 and that 
didn't work.
Upgrading to 5.7-rc2 seems to work, but network card doesn't work out of the 
box.

I've tried this issue with OpenGL 2.0, 3.1 and XRender with various
settings for vsync, that does have major effect to occurrence, and
that's why I think that how often it occurs isn't that important.

Could you try to install 5.6.0-050600 and 5.7-rc2 to confirm that the
underlying issue is thesame and fixed in 5.7?

There seems to be a known issue of i915 related screen flickering with
relation to power states, refresh rates and eDP for intel i915 in recent
kernels. (If i understand the issue correctly)

Can you confirm that the flickering is thesame as the videos in the
description of: https://gitlab.freedesktop.org/drm/intel/-/issues/272 ?
