I managed to end up getting to this bug here. I have marked mine as a
duplicate. I can also confirm that installing the proposed packages
below in XenialXerus has fixed my problems. I can now switch languages
again.

[Bug 1582517] [NEW] Cannot change system language

Updates: Fully updated as of May 16, 2016

Procedure:
--
1) Open Language Support
2) Add Japanese Language Support by entering Install/Remove Languages and 
choosing Japanese from the list
3) Drag Japanese to the top of the ordered list in the main window of Language 
Support
4) Press Apply System-Wide
5) Logout
6) Login

Expected Outcome:
-
System is now in Japanese

Observed Outcome:
-
System is still in English
Language Support reverted to showing Japanese at the bottom of the ordered list
An error is printed to stderr if ran manually. See below in the description

Description:

Fairly fresh 16.04 Ubuntu install. I was once able to change my system language 
between English, French, Esperanto and Japanese. Now I am unable to change to 
any of them. I have been troubleshooting the issue. Things that I have tried:

1) Creating a new user. Also fails.
2) Purging and reinstalling language-selector-gnome and language-selector-common
3) Purging and reinstalling language-selector-gnome, language-selector-common, 
fontconfig and fontconfig-config
4) Purging language-selector-gnome, language-selector-common, fontconfig, 
fontconfig-config and all japanese language packs
5) Removing all language packs from Language Support GUI (aka 
language-selector-gnome)

I am now looking into the problem itself. When running the Language
Support GUI manually from the terminal via python3 /usr/bin/gnome-
language-selector I get the following error:

I have also taken a strace of this as well via strace -F -tt -s 255 -o
ls.strace python3 /usr/bin/gnome-language-selector and will attach it to
this issue as well as my current dpkg.

like japanese using mozc or anthy on ibus or fcitx.

Was the fcitx systray supposed to show what language you are using as
well? Could this be related? I have the old icon as well.

mozc -> custom installed with its own fcitx config pointing to the current icon.
french canadian -> just old keyboard icon
english us -> just old keyboard icon
esperanto -> just old keyboard icon

Stracing the fcitx and unity processes you can see on language switch
that no icon information is being sent to the systray for anything other
than mozc.

I have similar problems. Sometimes it works. Sometimes it doesn't. Have
used multiple different bluetooth devices. Blueman doesn't work either
seems like maybe a permission problem with pulseaudio?

Try this!

1) Pair the headset and run pavucontrol the pulse audio volume control panel.
2) Go to configuration
3) Change to off
4) Change to a2dp

or

pacmd set-card-profile cardnumber off
pacmd set-card-profile cardnumber a2dp

Opening unity-control-center sound will switch it back to hsp

bluetooth playing and when I try to switch it to a2dp
