I am using Kubuntu 22.04 and I have the same experience. It is always the same: 
when I start the machine it's fine. But after one- or a few minutes 
tap-to-click crashes.
I recently discovered that I can bring tap-to-click back to life again by 
touching the touchscreen with my finger (try to start an app etc). Within a few 
seconds tap-to-click starts working again. And it often stays running very long.
It feels as if two processes are hindering each other or so. And when that is 
over there are not so much problems anymore.
I use the backports ppa and the plasma 5.25 beta ppa in the hope that the 
touchscreen would behave better that way, but it isn't.

I would very much love it when the window placement policy of Plasma got a 
little less jumpy. But if that is very hard to achieve (also under Wayland) I 
would like to make a suggestion:
only very recent I discovered that once you close an application in ms windows 
(10) using the window control "x" while at the same time pressing the 
Shift-key, it will from then on remember the size and position of that specific 
window.
I find that quite practical. That could be a temporary solution.

Or, to take my thought in the previous comment (72) a little further: perhaps 
there could be a preference "remember window size and position" that made kwin 
automatically save a "window rule" when an app is closed.
And in this "window rule" size and position were to be saved.
That way the user wouldn't have to bother about the shortcut Shift-close.

Yes I do realize that. And I did. 
And still the latest update does no more than the original one. 
Only the 2:2.8.0-0ubuntu7 works. 

I think this is not a disaster. But perhaps the people at Magnatune are
not happy with this development.

Magnatune won't do anything with the standard distribution.

I stubled upon the build amarok-utils (2:2.8.0-0ubuntu7) and that
worked. Only today came the update amarok-utils (2:2.8.0-0ubuntu9) and
again it doesn't work anymore.

I see the (2:2.8.0-0ubuntu7) is now removed from the servers.

The languages mentioned above have all a kde language pack. In parenthesis I 
put the number of millions of native speakers according to wikipedia: 
japan (125) kazakh (11) khmer (16) korean (80) lithuanian (3) latvian (1,75) 
marathi (73) norway (both language versions) (5) Low Saxon (9+) punjabi (100) 
dutch (22)

Kubuntu just release a LTS. All people who choose these languages as
default will have a broken Kubuntu system.

Note: the fact that there are language packs in these languages means that 
there is a substantial kde userbase.
What happens with this bug? Nothing.
Please prioritize!
This is bad for Kubuntu as a brand!

I don't know at all if this bug is a duplicate. This bug e.g. is very specific. 
It boils down to the fact that everyone who chooses Dutch as installer language 
will get a broken system.
And thanks to Sven we know that this goes for quite some other languages too.

To make things clearer:
when I do in a konsole-terminal sudo apt-get install kde-l10n-nl the system 
returns to me:

De volgende pakketten zullen VERWIJDERD worden:
(The following packages will be REMOVED:)
kubuntu-desktop plasma-desktop plasma-desktop-data

so then it's obvious that plasma won't startup next time.

Luckily there are workarounds for this issue for both the old
situation(1) and systemd(2).

1) In the old situation (Trusty Tahr - upstart) I found the following remedy 
that works like a charm:
Make a file with the following content (just the way I found in on the 
internet) read further below the quote:

back. After suspension the fan makes a loud noise and it continues to do so.
In fact I also noticed it on 15.10. 
Also in 14.04.3 it was wrong. But I followed some advice on the internet and 
after that it behaved good.

But I can't find a cure for the issue now. Just as I couldn't with 15.10

I'm in the same position here with the Dutch translation. B.t.w.: the
libreoffice bug really seems to be fixed this morning. Great. But still
the context menu on the desktop and other items communicate in English.
It would be elegant if the system used only one language. KDE is
completely translated in Dutch. It is strange...

same here on a amd64 system. 
I went into the terminal by pressing Ctrl-Alt-F1. From there I tried
- sudo apt-get -f install
- sudo apt-get install dbus
- sudo apt-get install dbus-qt5 (it actually installed)
- sudo apt-get install qdbus and
- sudo apt-get install dbus:amd4
none of which solved the problem

I looked closely into the bios and changed some things. But the problem remains 
unchanged. 
Also I tried with Kubuntu 12.03 64 bit. To my surprise it gave no problems 
related to suspension.

I'm sorry, but I can't use apport. When I try to install python-launchpadlib on 
my Trusty Tahr Kubuntu 64 bit it wants to uninstall practically the whole 
system.
I just tested and the problem is still there. Also I would like to mention that 
it takes longer than a minute for the desktop to appear after waking the 
system up. And when the desktop finally is there, I have no usb.

With the new 3.11 kernel I have this issue: after suspending both my
(usb) keybord and my (usb) mouse are out.

Ubuntu (13.10 64 bit) and Kubuntu (13.10 64 bit) behave in this way. I
removede the video card and with the on-board (very basic Nvidia too)
device it worked ok. The 3.12 and 3.13 kernels brought no relief. With
the 12.04.3 the GeForce GT 520 gives me no problems.

Also when I SWITCH OFF all desktop effects in Kubuntu everything works
fine with the GT 520.

My laptop (Compaq 6720s, bought in 2008) behaves also like this. After waking 
up the fan is turning on full speed with raring. With quantal it behaves as it 
should.
I tried all kinds of things to cure it (GRUB_CMDLINE_LINUX_DEFAULT=quiet 
splash acpi_osi=linux etc). Nothing worked. But the file 
/etc/pm/sleep.d/99fancontrol.sh as mentioned by filip (bandit-s-fw)  on 
2013-02-09 above works 100%. 
Thank you very much.
Every time there is a new linux kernel in the updates, I make the file 
/etc/pm/sleep.d/99fancontrol.sh non-executabele. Then I bring the laptop in 
ram-sleep and wake it up again to test if the problem still is there. Until now 
I need to make /etc/pm/sleep.d/99fancontrol.sh executable again very quickly 
because the fan is going wildly.

Ofcource it would be even better when this tweak wasn't needed.

Yes it still is present. KDE 4.9 sc.

But by an amazing coincidence I discovered that the Mozilla applications 
take over the system icons flawlessly after installing a small 
application called
 librsvg2-common
Isn't that super?
I posted to a Mozilla forum and sent an email to a developer of oxygen-gtk.
Perhaps this was without effect.
I will make a comment with the bug report.

Oh I'm sorry, this librsvg2-common thing works excellent when you use
oxygen-gtk.

With qtcurve the problem still fully exists.

And now I notice something strange. When I switch to netbook view the
popups come back. To be precise: I come from the desktop view with the
show events item UNMARKT. After switching to netbook view the show
events item is marked again. And as a result the popups come back.

When I use the Kubuntu-low-fat-settings Nepomuk gives me annoying popups. There 
is a very simple solution: rightclick on the clock, chose customize digital 
clock (could be a little different, I'm working in Dutch), on the left side 
choose calender, and there unmark show appointments. 
Show appointments asks KDE something it can't do because Nepomuk is disabled by 
low-fat.
I even noticed that low-fat-settings actually MARK this item!

Release I am using: Kubuntu 10.10
Version of the package qtcurve: from distribution

I installed the old (png) human  icon-theme in KDE and qtcurve makes the orange 
icons show up in Thunderbird and Firefox.
But when I install the (svg) Humanity icon-theme or other svg themes, 
Thunderbird and Firefox use eighther the blue oxgen icons (I let qtcurve use 
kde equivalent of the icons) or grey gnome icons  (qtcurve doesn't use kde 
equivalent of the icons).

In other words: a by the user installed svg icon-theme isn't used in
firefox/thunderbird in KDE when the qtcurve theme is used.

In Hardy Heron my ethernet network device is working fine. In Intrepid it 
didn't and in Jaunty Jackalope beta it still doesn't. The problem is not my 
modem/router. Because:
a) it has always worked before
b) my other computer has a good (wired) internet connection with the same 
modem/router and Jaunty Jackalope beta.

So I added:

DEVICES=/dev/cdrw
DEVICES=/dev/hda
DEVICES=/dev/hdb

I checked in /etc/fstab if these where the correct values first.
It seems all trouble is gone! Try it yourself!

I'm amazed that it could be so simple! There are some rough edges though:
after performing this trick, it seems libdvdcss2 doesn't work any more. So it 
is almost impossible to watch commercial dvd's.
