I am running 9.04 where the bug occurred.  I uninstalled openoffice from the
Ubuntu repositories and installed it from source.  I fumbled with it
terribly, and after many long hours got it installed.  I have not seen a
repeat of the issue since then.  I don't want to attempt to reproduce it due
to the time commitment.  If it is helpful I will change the status to solved
or N/A, though I don't know that the problem is solved, just that I don't
want to commit the time to look for it.

Binary package hint: openoffice.org

When a note is added to a cell it appears at a default position.  Right
click on the cell with a note gives the option to 'Show Note' at which
time the cell may be moved either by dragging or by right click on the
note and changing the settings for position.  These changes persist only
while the note is 'shown'.  When set to be hidden the note appears in
the default location again when the mouse hovers above the cell.
Choosing to 'protect position' for the note does not prevent this
behavior.
