I can confirm this problem on complete up-to-date Ubuntu Feisty (gcc (GCC) 
4.1.2 (Ubuntu 4.1.2-0ubuntu4))
kernel ( 2.6.20-16-generic #2 SMP Thu Jun 7 20:19:32 UTC 2007 i686 GNU/Linux)
with portable USB 2 harddisk.

With a 2GB Sandisk USB stick and with USB 1.1 connected digital camera
confirmed too.

It doesn't matter if files are only red or read/write is used.
Haven't used terminal commands for manipulating data on disk, only Nautilus 
copy/paste actions as user and in a different Nautilus screen as root.
It doesn't matter if Nautilus is open or closed when unmounting.

Looks like USB software finds directly after unmount new USB hardware
and opens Nautilus to show the contents. It should only react if
hardware is plugged in and not when hardware was already plugged in.

Command 'sudo eject /media/disk' in terminal helps to unmount for me,
thanks!

I can also confirm this is problem. Every time when I disconnect my USB
Drive even if I do not write anything to it. I do not have the option to
power the USB drive off.

I also like to add that it confuses less advanced users leaving them in
the middle whether their data is save or not. For me it is therefore an
important bug. I hope somebody finds a solution for it. If I can help
with testing or anything please let me know.

I can confirm this is a problem.
I have just installed Feisty on a new hard drive.
If I plug an external USB drive in the icon pops up and I can transfer files.
If I then right click the icon and eject I get a message in the bottom left of 
the screen
saying  there is data that needs to be written before the device can be 
removed...
and then a dialog box  saying cannot eject volume

Note this happens if I just plug in the usb drive and do NOT write
anything to it.

My system is up-to-date, all updates have been installed.
The bug does not occur when you type 'sudo eject /media/disk' in a shell.

I said final release, I meant the bug is in the stable release of Ubuntu
Feisty 7.04.

You will find a screenshot in attachment. (Again, the bug appears after
you right-click the icon of the usb disk and choose 'eject'.)

I came to check for an aswer and noticed there might be confusion in my
first post.

When I typed I was only reading/copying data FROM it, I meant :
BEFORE I tried to eject the drive, I only used it to read/copy data from the 
disk. At the time I tried to eject the disk, all nautilus windows were closed, 
and I had stopped all reading and copying processes.
