The vmlinuz.old link is manipulated in debian/control-scripts/postinst really_move_link() which has not changed since Precise. Kernel upgrade this morning. The installation of grub2 did not fix the problem. I saw that there was an error when apport finished and that I did not have grub2 installed. I repeated the command and now see the report has been added to this bug. I am thinking that the lack of grub2 may have been the problem.
