The vmlinuz.old link is manipulated in debian/control-scripts/postinst
really_move_link() which has not changed since Precise. I see the same
issue on a Raring server.

Kernel upgrade this morning.  The installation of grub2 did not fix the
problem.  The symlink for vmlinuz.old changed to the new kernel after
the upgrade.

I ran the command for apport.  I don't see any logs attached here, but
supposedly information was sent to the developers according to apport.

I saw that there was an error when apport finished and that I did not
have grub2 installed.  I repeated the command and now see the report has
been added to this bug.  I am thinking that the lack of grub2 may have
been the problem.  I'll make note of it on the next kernel upgrade.
