Same here. Kubuntu karmic with binary nvidia driver, dual monitor, kde
4. I tried all possible combinations of vsync on/off in nvidia-settings
and kde desktop special effects settings, none fixed the issue.

This problem still appears in Ubuntu 9.10 with NVIDIA drivers 195.30 and
190.53

When I set Visual Effects from Appearance Preferences to None. Videos
plays just fine and there are no artifacts.

If I choose any Visual Effects, Videos starts tearing and there are
flickering lines in the picture. (You can't take a screenshot, because
if you pause the video, the picture is crystal clear.) But I have
managed to record this to a video instead using digital camera.

Reproduced this on 9.04 AMD64. Sync to vblank still off by default,
refresh rate still detected to be 50 hz instead of 60.

In Jaunty (9.04) we have dropped the nvidia-graphics-driver-177 package, as
it is superseded by nvidia-graphics-drivers-180.

Your reported issue may still be a problem in Intrepid (8.10) however
fixing it would require an update to the binary driver, which is not
permitted under our stable release update policy.  (Because the driver is
binary-only, we cannot examine the source code for regression potential,
so must assume every binary driver update carries high risk of regression
for users not experiencing your issue.)

Because of this, we are closing this bug as expired.

I installed the Intrepid RC. The sync to vblank setting was still off by
default. I still see the tearing artifacts. Enabling it still fixed the
problem (I had to manually set my refresh rate as well).

A screen shot looks similar with the setting on or off, even though
enabling it significantly improves the visuals for me.

I'll attach the requested log file and command output in a moment.
