Same here. Kubuntu karmic with binary nvidia driver, dual monitor, kde 4. This problem still appears in Ubuntu 9.10 with NVIDIA drivers 195.30 and 190.53 When I set Visual Effects from Appearance Preferences to None. Videos plays just fine and there are no artifacts. If I choose any Visual Effects, Videos starts tearing and there are flickering lines in the picture. (You can't take a screenshot, because if you pause the video, the picture is crystal clear.) I've noticed that window effects, the most trivial of which is dragging the window around with by the title bar, causes tearing artifacts like you'd see if you needed to start double-buffering. I installed the Intrepid RC. The sync to vblank setting was still off by default. I still see the tearing artifacts. Enabling it still fixed the problem (I had to manually set my refresh rate as well). A screen shot looks similar with the setting on or off, even though enabling it significantly improves the visuals for me.
