I forgot about this bug, but I later realised that the problem was due to my 
installation of the OS from a daily cd version of the ISO file from 
http://cdimage.ubuntu.com/xubuntu/xenial/daily-live/pending/xenial-desktop-amd64.iso.zsync
 rather than the normal download site. I did not realise that the version from 
there has proposed repos enabled
Apologies for not reporting this find before, but at least I now know what was 
the cause.

The output from 
"dpkg -S /etc/apt/sources.list.d/proposed.list"
is now what I expected, 
"dpkg-query: no path found matching pattern 
/etc/apt/sources.list.d/proposed.list"
as I have now disabled the proposed repos so that is no help.

I did not think to look in the "Other software" tab of software-properties, but 
as far as I can remember the proposed repos were not there, and I think I would 
have noticed as I go there quite often as I have several ppa repos for which I 
sometimes check out repo addresses.

Anyway, problem over for me now as I am back to the standard repos versions of 
everything with no problems so I don't see any way that I can help any further.

I haven't dug all the way into the code but I suspect the Developer
Options tab and the Updates tab only hanlde -updates, -security, and
-proposed to exist in /etc/apt/sources.list not in a different file in
/etc/apt/sources.list.d/.

Additionally, I'd expect -proposed to appear in the "Other Software" tab
of software-properties.

I'm still really curious where the proposed.list file came from.  Maybe
try "dpkg -S /etc/apt/sources.list.d/proposed.list".

Hopefully a final comment about this from me, with a suggestion about
how to restore the packages that you don't want from "proposed" back to
stable repository versions.

With some help from another Ubuntuforums member, 1fallen, I was given this info 
page from askubuntu

which I followed and successfully managed to get my machine back to where I 
thought it was before this surprise discovery of "proposed" being enabled.

Just as a trial I have a few minutes ago restored the proposed.list file
to /etc/apt/sources.list.d/ which is where I originally found it, and
once again I am not able to disable the proposed repos from software-
sources GUI.  Whatever I do, the tick in the selection box of the
Developer Options tab stays firmly selected.

Removing that proposed.list file once again as I did before has once
more disabled the proposed repos.

So it looks as if something has added those proposed.list files to
/etc/apt/sources.list.d/ with no reference to me, and I am completely
baffled about what has been done, by what process, and why it happened.

I do have several ppa repos enabled, but I always have done so without
this ever occurring in the past, so I believe that is unconnected.

I found the two files, proposed.list and proposed.list.save in
/etc/apt/sources.list.d folder and both of them had the same content:-

deb http://gb.archive.ubuntu.com/ubuntu/ xenial-proposed universe main
multiverse restricted

Neither file had that one line commented out with a # as I would expect.
I removed those files and now I can enable and disable the proposed
repos and if enabled the /etc/apt/sources.list file contains a line as
shown above as I expected.

OK, that worked as expected, and now when I go to Software Sources from the 
Xubuntu menu I can enable and disable the proposed repos without a problem as I 
expect to be able to do.
This is baffling!

Just noticed the same thing in my Xubuntu 16.04.
I do not recall enabling proposed at all, so I'm baffled.

I have now removed the proposed.list and proposed.list.save from
/etc/apt/sources.list.d folder by commenting the files with a # and will
see what that does.

Hi, thanks for your response.

Yes, I've reload as the pop up suggests, and after reloading, the box is
still ticked. I've deleted the source "proposed" in
etc/apt/sources.list.d, sudo apt-update, and the box isn't ticked
anymore.

If you need I can try to reproduce it.
