Thank you. I tried 4.8.6 and it seems to work fine. Hopefully the radeon fixes will make their way into the Ubuntu 17.04 4.10 kernel soon. Can you try these Linux versions: 4.8.6 4.8.7 4.8.8 4.8.6 should work fine. I have continued to research this issue. In the meantime, I have also upgraded to Ubuntu 17.10 and the issue persists with kernel 4.10.0-19. I tested the latest mainline 4.4 kernel (4.4.56) as requested. It exhibits the same behavior. I also tried the 4.8.17 mainline kernel with the same results.
