Since your packages came from a third party source, this is unlikely to
have been caused by a bug in a package in Ubuntu, so I'm marking this
bug as Invalid.

from your log:

This file is part of "php5-common"

It seems that due to a set of no-dependency/forced installs/removals you
reached a point where the uninstall of libapache2-mod-php5 fails due to
the other package being missing.

Please install the missing package and remove things in order (as it
would be done by the dependencies).

That should resolve your issue.

P.S. I also see php7.2-common in your logs, that would only exist in
bionic/cosmic - something is odd in your php dependencies for sure.
