Unable to replicate this under the 22.04 server image for Pi, with xubuntu-desktop installed. I did add "dtoverlay=vc4-kms-v3d" to the config.txt on the boot partition as the desktop is only supported with some form of KMS (this setting is present by default in the desktop images). That may be worth trying on 20.04 as well if you're still on that version. This bug still exists in 20.10. My 2 cents: This bug will also bite even if you have screensavers and power saving set to off using desktop settings. I finally found that the xfce4-screensaver package is causing the hang.
