I would consider it as a bug because:
1 Expected behavior is different from observed behavior
2 No message is provided to the user about failure of setting wallpaper. 
People like you and I can realize what happened. But a typical  user would not 
know what happened.
3 The application does not warn the user when setting the wall paper that on 
reboot or on unmount, wallpaper will be lost.

Hi, this is not a bug. The system doesn't know about the wallpaper if it
is not mounted at boot time. So you have to copy the wallpaper to a
filesystem which is mounted at boot time.
