I would consider it as a bug because: 1> Expected behavior is different from observed behavior 2> No message is provided to the user about failure of setting wallpaper. People like you and I can realize what happened. But a typical user would not know what happened. 3> The application does not warn the user when setting the wall paper that on reboot or on unmount, wallpaper will be lost.
