Sorry, I've finally found the issue on my system: /etc/sane.d/snapscan.conf had 
the wrong permissions. (But that's my fault, not Ubuntu's!)
Running "SANE_DEBUG_SNAPSCAN=128 scanimage -L" put me on the right track. 
("configuration file not found")

as regular user (member of "scanner" group):

$ scanimage -L

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

$ls -l /dev/bus/usb/001/002
crw-rw-r--+ 1 root root 189, 1 Sep  7 21:15 /dev/bus/usb/001/002
Does this device correspond to my scanner?. Shouldn't it be owned by the 
scanner group? (But changing group ownership to scanner doesn't fix the 
scanimage -L issue.)

Before the update to 14.04, scanning worked just fine. It's a
regression.

Yes, it is happening to me in precise too. The scanner use to work fine
in hardy heron.

This works as root:

So it's a permission problem with the device.  What will fix it?
"chgrp scanner /dev/usb* ; chmod 777 /dev/usb*" doesn't do it:

supported by the epkowa backend, which is not part of the sane-backends
package, but of libsane-extras. Do you have the latter package
installed?
