Sorry, I've finally found the issue on my system: /etc/sane.d/snapscan.conf had the wrong permissions. (But that's my fault, not Ubuntu's!) Running "SANE_DEBUG_SNAPSCAN=128 scanimage -L" put me on the right track. If you were expecting something different, check that the scanner is plugged in, turned on and detected by the sane-find-scanner tool (if appropriate). According to http://www.sane-project.org/cgi- bin/driver.pl?manu=&model=&bus=any&v=04b8&p=0130 , your scanner is supported by the epkowa backend, which is not part of the sane-backends package, but of libsane-extras.
