I beleive this bug also affects me. Ubuntu 12.04 32bit. Transmission does not honor the download speed limit. I have same problem on Ubuntu 12.10 but alternative limits are ignored as well in my case. Still having this problem. If I set my download limit to be say 35kB/s, it will constantly fluctuate between 0 and 100+kB/s. In the previsouly working releases, a setting of 35 would hover around 33-36. The traffic is being throttled, it's just far from a consistent speed. I've found that this problem occurs only on some specific torrents, similar to https://bugzilla.redhat.com/show_bug.cgi?id=727994 reported recently on Fedora . Actually the xonotic torrent I quote in my comment one above always ignores any speed limits. This bug is happening to me now on ubuntu 11.10 using gnome-shell and transmission-gtk 2.50-0ubuntu1~oneiric1. Global and alternative speed limits are ignored. Same in my case, both not working. All limits are ignored. I even tried the PPA in order to see if it's fixed.
