To clarify at first: It's 2019 and I am running Arch Linux with
systemd...

... but I had exactly the same problem. My goal was simply to switch to
another user (by Ctrl-Alt-Fx or by means of the display manager) and to
keep my sound running.

I finally got it to work without having to play with system mode
(dangerous, unsupported) or PolicyKit (don't know anything about that).

Steps:
1. Add the $USER whose PulseAudio should keep playing to the "audio" group 
(usermod -aG audio $USER).
2. Enable lingering for the user, so that PulseAudio starts without being 
logged in (loginctl enable-linger $USER).

Should this work you can optionally share this user's PA to other users on the 
net by adding something to ~/.config/pulse/default.pa. For example:
load-module module-native-protocol-tcp auth-ip-acl=127.0.0.1;192.168.0.0/24

For the "client users" just add to ~/.config/pulse/client.conf:
default-server = 127.0.0.1

Maybe this works with Ubuntu, too?

made to shrink but it's still the builtin one).


Nevertheless, as far as I can remember, this consistently happened every time I 
used the desktop icons extension in the past, both in Fedora and Arch, it 
doesn't seem to be an Ubuntu specific issue. But, still, Ubuntu is now the 
developer of the extension.

ubuntu "more info" button not working in software center or displaying 
Information on multiple(3) boxes with Ubuntu-gnome 14.04.5(LTS) installed
When the "More Info" box is selected there is a flash of the box boarder then 
no display of information. This no longer works on known packages that I Know 
have displayed previously and should have options for additional software like 
'Python'. Also reviews stopped working some time ago.
Re-installation did not work. Steps in

yeah I think I found the issue in your log.
Consider [1] again and look at
  /lib/systemd/system/blk-availability.service

This is what calls blkdeactivate on shutdown.

It only has a
  WantedBy=sysinit.target
But no ordering Before anything.
It even has
  DefaultDependencies=no
which will make it start early only waiting for the listed
After=lvm2-activation.service lvm2-lvmetad.service iscsi-shutdown.service 
iscsi.service iscsid.service fcoe.service

But in reverse that also means it has to wait on NOTHING to start
"stopping" which is the call to blkdeactivate.

IMHO that is a bug in lvm2, that should ensure that this probably should be 
ordered
somewhere:
- closely after local-fs.target (on shutdown); I mean FS should be gone before 
deactivating devices right?
- the startup ordering isn't important as it is calling just /bin/true

My (uneducated) suggestion would be to add
  Before=local-fs.target
to
 /lib/systemd/system/blk-availability.service
Then run 
 $ systemctl daemon-reload

(maybe needs another reboot then, not sure).
>From there I'd assume that the shutdown ordering (beig the inverse) would 
>order it AFTER local-fs which IMHO is what we'd want.

Please give this a try and I'll add an LVM task here.

The "easiest" fix I can see is to add the raid1 and raid10 modules to
the manually added modules in /usr/share/initramfs-tools/hooks/lvm2
(dm_raid.ko depends on raid456.ko, but not raid1.ko or raid10.ko)
