  CPU should be governed by Intel P-State and should normally idle between 400 
and 800 MHz when not loaded.
  
  Actual results:
  After update, CPU frequency remains pegged at maximum at all times.  This 
sucks battery life and overheats the laptop.
  
  Steps to reproduce:
  1. Install Ubuntu 19.10 from official media. Kernel installed will be 
5.3.0-18-generic
  2. Check CPU frequencies. They will typically idle around 800MHz.  Loading 
the system will spike to max frequencies (4.5 for 9750H, 4.2 for 8750H).
  3. Upgrade system. Kernel will update to 5.3.0-23-generic
  4. Reboot.
  5. Monitor CPU frequencies again. This time, all core will remain at max 
frequencies.
  
  Additional information:
  
  1. Geekbench v4 multi-core scores are cut in half (26K vs 13K) after update. 
Single-core scores drop around 20%.  This does not occur in 19.04 or 18.04. 
Confirmed on multiple 960rd systems.
  2. linux-image-5.3.0-19-generic is also confirmed
  3. We suspect that all kernels images after 5.3.0-18 have this bug
  4. We are not sure how much hardware is affected. At present, only the 
8750/9750H CPUs are confirmed.

An 18.04 system runs 5650 / 23987. https://browser.geekbench.com/v4/cpu/14996458

This is 125% single core, and 178% multi-core.  Multi-core can approach
in 18.04 can reach 26K.

  CPU should be governed by Intel P-State and should normally idle between 400 
and 800 MHz when not loaded.
  
  Actual results:
  After update, CPU frequency remains pegged at maximum at all times.  This 
sucks battery life and overheats the laptop.
  
  Steps to reproduce:
  1. Install Ubuntu 19.10 from official media. Kernel installed will be 
5.3.0-18-generic
  2. Check CPU frequencies. They will typically idle around 800MHz.  Loading 
the system will spike to max frequencies (4.5 for 9750H, 4.2 for 8750H).
  3. Upgrade system. Kernel will update to 5.3.0-23-generic
  4. Reboot.
  5. Monitor CPU frequencies again. This time, all core will remain at max 
frequencies.
  
  Additional information:
  
  1. Geekbench v4 multi-core scores are cut in half (26K vs 13K) after update. 
Single-core scores drop around 20%.  This does not occur in 19.04 or 18.04. 
Confirmed on multiple 960rd systems.
  2. linux-image-5.3.0-19-generic is also confirmed
  3. We suspect that all kernels images after 5.3.0-18 have this bug
  4. We are not sure how much hardware is affected. At present, only the 
8750/9750H CPUs are confirmed.

As near as I can tell the fix for this was never backported from systemd
v241 to bionic. I recently filed a related a bug report here:

My symptoms are a little different (misconfiguration instead of an
infinite loop), but I have a strong suspicion that the underlying cause
is the same.

Regardless of whether bluez or pulseaudio are at fault, this feels like
a recent regression since it's now affecting my Bluetooth speaker
hardware which has been unchanged for several years. And it looks like
18.04 and later received updates to both packages this year.

I guess the most useful thing to do would be to try a fresh 18.04
installation with the oldest packages, verify the bug does not exist and
then figure out which update introduced the bug.

We might end up needing to separate this from bug 1855225 eventually

Hmm, maybe there are a couple of similar but different crashes here.
Upstream also mentions https://gitlab.gnome.org/GNOME/mutter/issues/591
and https://gitlab.gnome.org/GNOME/mutter/issues/842 which are fixed in
mutter!943 (in v3.35.2) and mutter!848 (in v3.34.2).

It's unclear if this is the one that is fixed in 3.34.2 already but we
will find out soon enough.

[Bug 1855237] [NEW] Unable to reboot Disco on Ubuntu LPAR s390x (5.0.0-38)

With the proposed Disco kernel (5.0.0-38)
I can't reboot the s390x LPAR node s2lp4

When I tried to reboot the system it will render the system into a "Not
operating" status.

I tried to watch the output from the Integrated ASCII console and the
Operating system messages from IBM Hardware Management Console. But
there is nothing interesting there

>From Operating System Messages, it ends at:
[  OK  ] Reached target Final Step.
[  OK  ] Started Reboot.
[  OK  ] Reached target Reboot.
And never proceed from this point. And HMC shows "Not operating"

>From Integrated ASCII console it just shows the login prompt, never
prints any other message.

Reboot works fine with older kernel (5.0.0-37)

I can confirm that the soft link /lib -> usr/lib/ fixes this issue. Did
a clean re-install of cryptsetup-initramfs and tested the updated
initramfs boots okay. Issue is fixed in disco.

I think the underlying problem is improper fragmentation of netlink
messages sent to the WireGuard device by systemd v237 in the
set_wireguard_interface function:

Appending netlink message data can fail if the message size limit has
been exceeded. This can happen if there are too many peers or ip masks
in the netdev file, and the v237 code doesn't seem to handle this
properly. It's supposed to split the data up into message fragments, but
instead it can end up writing incoherent data to the netlink socket or
end up in an infinite loop.

This issue was fixed in systemd v241 by reworking the code over a few
commits:

The infinite loop with 23 peers yuwata mentions is a reference to Leonid's bug 
report from January:

I expect that backporting these fixes from v241 to bionic's systemd v237
branch would resolve both my issue and the issue reported by Leonid.

I realize this is a non-trivial change and there's a regression risk.
