Seeing the very same thing here on a server install. I consider severity quite high because I was trying to secure a new server installation with PasswordAuthentication no. Only by accident I found that the sshd did not accept the new configuration and was still wide open with password authentication. this was generated in the middle of a 'do-release-upgrade' from 14.10 to 15.04. After a few reboots and several boots into recovery mode with 'dpkg --configure -a', the error finally went away. It does appear that you are running systemd on 14.10. This is not a supported configuration in 14.10, because systemd was only partially supported by certain key services (such as the rpc stack).
