Mmm I'm having the same problem with lxc 1.1.5 on ubuntu 12.04 (using the ppa). I had to downgrade to 1.1.4 to make my containers bootable again. I don't think I manually modified the file /etc/apparmor.d/usr.bin.lxc- start. I consider it to be a kind of 'undocumented feature' since the setting is missing in the man-page. Also I assume the default of this setting can be defined at compile time by the package maintainer. Looking at the filters for neutron: neutron/rootwrap.d/l3.filters has the only reference to conntrack; neutron-l3-agent has the correct depends on conntrack but I'm guessing that the linuxbridge configuration you're using is not trying todo l3 routing. Had the same hang. Client is Ubuntu 15.10 and server is 14.04, both up to date as of today.
