I've seen in /var/log/apt/term.log.2.gz (my oldest) that mysql-common was installed a lot earlier than mysql-client and mysql-server. But it doesn't show up in /var/log/dpkg.log. For a configuration files (among others) to be recreated at reinstall the original package need to be purge. The file /etc/mysql/my.cnf belong to the package mysql-common. Hence you want to purge the package mysql- common and then reinstall.
