AMD have dropped Radeon HD 4000 series support from their fglrx driver.

You will have to use the open source driver. If you need more speed
from the open source driver, the upstream 3.6 kernel finally enables PCI
Express 2.0 support, which has been shown to boost the performance of
your Radeon HD 4650 on some OpenGL workloads. A PPA of the 3.6.2 kernel
can be found at http://kernel.ubuntu.com/~kernel-ppa/mainline/ and
instructions on how to install and uninstakk it can be found at
