RPMfusion provides nVidia drivers which include CUDA support. However, 
if you need the full CUDA development environment you need to use the 
repo provided by nVidia themselves. You do, however, have the option to 
get the drivers themselves from either repo, but you must choose. The 
packages are not fully compatible.

nvidia-470xx-kmod-470.182.03-2.fc37

was placed in testing on 27 May.  I haven't tried it yet. 


fails to compile on f38 kernel 6.3.4


akmod-nvidia-470xx-470.182.03-2.fc38.x86_64

is now good on kernels up to the current 6.3.5

The changelog for that package is:

Added patch for the Linux kernel 6.3 support.

So I'd say that's worth trying. :)

It maybe systemd waiting for a user session to close down.
You can see what services systemd is waiting on by pressing ESC when you
are in shutdown to remove the splash screen and see the console messages.

There should also be logs in the journal from when you started the reboot till 
it
finally did reboot that may explain what is stuck shutting down.

There is also a timeout that you can set for how long to wait for user services 
to
stop. Look in /etc/systemd/user.conf and /etc/systemd/system.conf for timeouts.

I don't know if this is related, but similar to what John is reporting, each 
time I shut down, it takes minutes (yes: plural), not seconds.  The long step 
seems to be:
"Job akmods-shutdown.service/stop running".
I'm at 6.2.15-200.fc37.x86_64.
This is every time I shutdown, and has been happening since May 19.

After dnf upgrade today, abrtd.service failed to start, with dependency 
failures for abrt:  ccoredumpctl, kernelpanic detection and kernel log 
watcher.


Booting the previous kernel also hung for 10s of seconds but seems ok. 
6.2.15-200.fc37


systemctl reboot hangs for 5 minutes with akmods, presumably from
